As driver’s licenses become more secure and more difficult to counterfeit, criminals and fraudsters look for weaknesses in DMV issuance systems in an attempt to obtain a genuine driver’s license or ID card. They do this by providing fraudulent information during the application process.
States must do everything they can to ensure that applicants are who they claim to be, and that they are entitled to receive a DL/ID. And so states access various external databases such as SSOLV, SAVE, CDLIS and PDPS to verify the information presented by the applicant. The goal is to ensure that they are who they say they are and to confirm their eligibility to receive a legitimate driver’s license or ID.
The process and cost of writing separate interfaces to access these varied data sources is time-consuming, cumbersome and expensive. The burden is particularly difficult for States faced with FTE and budgetary reductions and other customer service challenges.
