Mobile-Eyes™ is a rugged, lightweight and easy-to-use dual-iris capture device for use by officials responsible for enrolling and verifying individuals in support of identity programs. With autocapture, an ability to operate in bright sunlight and dark operating environments, a USB 2.0 interface with no external power source required and non-proprietary, open SDK API and architecture, Mobile-Eyes can be quickly deployed and integrated into existing environments.

Specifically designed to support the significant volumes of applicants in India’s large-scale, civilian Unique ID, or UID, program, Mobile-Eyes is part of a comprehensive L-1 multi-biometric enrollment, search engine and verification solution.

Mobile-Eyes and India’s Unique ID Program


In a country with more than 1.2 billion citizens, India has a formidable task in properly allocating benefits and services while minimizing the risk of fraud such as embezzlement, rigged elections and improper distribution of rations. To address this challenge, L-1 proposed to the Unique Identification Authority of India (UIDAI) a multi-biometric solution for enrollment, fusion-based search and match (integrated with existing systems), and verification.

  • Enrollment: L-1 offers durable biometric capture solutions for fast processing, particularly in harsh environments. Iris capture devices, such as Mobile-Eyes, designed specifically for UID, PIER™ and PIER-T™ with built-in quality assurance and failure-to-enroll (FTE) checks, are available in dual or single iris capture form factors, as well as wireless or tethered. A full-frontal photo is easily captured with built-in quality assessments for ease-of-use by operators. Slap fingerprint devices, such as Agile TP™ and TouchPrint™ 4100 capture a tenprint record in seconds including quality checks and both visual and audible cues for operator and applicant feedback.
  • ABIS® Multi-Biometric System Search and Match Engine: L-1’s unique ABIS, an Automated Biometric Identification System improves program integrity through the fusion of biometric modalities including a full set of tenprint fingerprints, dual irises and face images from civilians as well as demographic information. With top-rated, independently-test algorithms, a Services Oriented Architecture (SOA) and commercial off-the-shelf (COTS) hardware, ABIS is a flexible and scalable foundation to support a variety of government-sponsored programs such as national ID, voter ID and border control operations. With linkages to many of India’s existing databases, enrollment and verification of identities are all supported by the ABIS System.
  • Verification: Once enrolled and added to the secure ABIS database, civilians’ identities will be verified with one of the finger, face and/or iris biometric solutions noted above to ensure program integrity such as aid packages being distributed properly to the poor and votes being counted only one time during the democratic process.

Scalable Solutions for Civilian ID Programs


L-1 has extensive experience deploying biometric identity solutions, such as Mobile-Eyes, for large-scale civilian programs around the world.

  • Public Distribution System of Andhra Pradesh, India: the world’s largest effort to de-duplicate a 56 million record iris database by performing 6.26 quadrillion matches in just 2 months. This massive de-duplication program is saving the government over $7 million per month with a payback period in less than 1 month.
  • U.S. DoS Visa Issuance Program: the largest face database of over 85 million records to positively identify visa applicants and assist in the decision-making process of visa issuance.
  • Saudi Arabia ABIS: an iris, face and finger matching engine for national ID, deportation programs and the national mobile identification system.
  • Paraguay National ID: an integrated database and system for national ID and passport production to prevent fraud.
  • UN World Food Program, Orissa, India: de-duplication solution including iris and finger for enrollment of aid package recipients. Initial results indicate that almost 30% of beneficiaries have been duplicate, bogus, migrated or deceased.
  • United Arab Emirates Police: positively identifies subjects entering or leaving the country in real-time at border control checkpoints.
